  • Decides whether a grant still stands, for the refresh grant, in every mode.

    Refused when the person or the application's global consent withdrew a carried scope at or after the grant (STS-OAUTH-0615), or, for a grant made at the authorization endpoint while consent and oauth2.refreshRequiresConsent are on, when nothing covers a scope (STS-OAUTH-0616).
