- Replaces a set's selection, the one funnel every change goes through.
  
  An unknown set or attribute refuses the whole call. A change is logged, audited without values, and announced to holders of live artifacts of the set.
  Parameters
  - setId: unknown
    the claim set id
  - Optionalnames: unknown[]
    the LDAP attribute names to select
  - Optionalhow: string
    what kind of change it was, for the audit row (select, all or clear)
  Returns SelectionResult
  ok, the set, the attributes now selected, and those added and removed; or ok: false with errors
