Type Declaration

- (username: any, password: any, via?: any): Promise<boolean>
- Says whether a person is an administrator for enrollment: holds Admin Write in the default realm's roster or the ambient realm's, with the password verified in that roster's realm.
  
  An empty roster grants nothing here.
