Type Declaration

- (deviceId: string, owner: string, gen: number): string
- Mints a token: an ES256 JWS signed with the browser device key, encrypted as a JWE to the browser device encryption key.
  Parameters
  - deviceId: string
    the device id
  - owner: string
    the owner's username
  - gen: number
    the token's generation
  Returns string
  the compact JWE, or null (logged under STS-DEVICE-0043) when it would not fit in a cookie
