- Removes a permission from a resource application.
  
  Grants naming it are not revoked; they become dangling, and the message counts them.
  Parameters
  - resource: any
    the resource application's identifier
  - name: any
    the permission's name
  - actor: any
    who made the change
  Returns any
  applications.updateApplication()'s result, or a refusal when the application or the permission does not exist
