- (id: any, entries: any): any
- Validates and replaces a whole claim set; audited, and announced to holders of live artifacts built from it.
  Parameters
  - id: any
    the claim set id
  - entries: any
    the claims: a typed claim is name and value, an attribute claim (#94) is name, attribute, multi and type
  Returns any
  ok, or ok: false with errors when the set is unknown or an entry is invalid
