Type Declaration

- (who: unknown): boolean
- Says whether an account is disabled; the question every door asks.
  
  Never throws. The anonymous principal and an empty name are never disabled.
  Parameters
  - who: unknown
    the name a door has in hand: a username, a token sub or a Kerberos principal
  Returns boolean
  true when the person's entry carries the lock
