- (role?: string): boolean
- Starts the scheduler: a front process campaigns for the leader's lease and runs per-process jobs; a request worker runs per-process jobs only. Idempotent.
  Parameters

    'front' or 'per-process'
  Returns boolean
  true when started by this call, false when already started
