Type Declaration

- (spec: JobSpec): JobSpec
- Registers a job. Registering starts nothing.
  Parameters
  - spec: JobSpec
    the job: an id, title, describe, owner, run(), and exactly one of everyMs, everySetting, cron and manualOnly; optionally kind ('cluster' or 'per-process'), scope ('service' or 'realm') and off()
  Returns JobSpec
  the registered job, with its defaults filled in
  
  Throws
  Error (STS-SCHED-0009) when a member is missing or malformed, or the id is taken
