Reads every declared secret from the shared store, offering a fresh sealed
value first so the store keeps the first offer; a worker inherits its
front process's values through the environment, and an operator's
environment variable wins.
Without a shared store or a key-encryption key the values stay per process,
except in active-active mode, where that is refused.
