- Builds the view GET /admin/risk?format=json and GET /admin-api/risk both answer: the store, the dataset registry, the failure history, and the assessments and standings, each paged in the store.

  - query: any
    address for a lookup, offset for the failures, and the paging parameters
  - OptionalrealmOnly: boolean
    true for a realm administrator, who sees the realm's own and nothing of the service's
