- (username: string, target: string, actor: string): Promise<any>
- Moves a person homed in this cell to another, for the page and POST /admin-api/cells/rehome.
  Parameters
  - username: string
    the person
  - target: string
    the cell to move them to
  - actor: string
    who did it
  Returns Promise<any>
  a promise of { ok, message } or { ok: false, errors }
