- Decides whether a request is refused to a realm administrator.
  
  A service authority and an unauthenticated request are never refused here.
  Parameters
  - state: ScopeState
    gateStateFor()'s answer for the request
  - path: string
    the console path, realm prefix stripped
  - Optionalbody: any
    the parsed body of a write, or null for a read
  - Optionalquery: any
    the query string
  Returns ScopeRefusal
  null when nothing refuses, or { code, reason, detail }
