- (text: any, max?: any): string
- Builds a title attribute, with its leading space, from prose.
  Parameters
  - text: any
    the prose, as markup or plain text
  - Optionalmax: any
    optional; the length, TIP_CHARS by default; Infinity keeps the whole text
  Returns string
  the attribute; empty when there is no text
