- Installs the hooks /admin/roles uses to preview an issuance decision, here and in the read layer.
  
  Refused whole, with STS-ADMIN-0014 logged, unless both preview() and policy() are functions.
  Parameters

    an object with preview() and policy()
  Returns boolean
  true if installed, false if refused
