Type Declaration

- (value: any, keep: any): string
- Draws a value clipped to a limit, with the whole of it on focus.
  
  A value over the limit gets a hover/focus panel holding the full text.
  Parameters
  - value: any
    the value to draw; a dash when null or empty
  - keep: any
    the character limit (CLIP_CHARS when not given)
  Returns string
  the clipped value as HTML
