Type Declaration

- (body: any, context?: any): any
- Performs a /admin/users action on a person: create, set a password or mail address, issue an activation link, clear a second factor, disable or enable, edit an attribute, or link a federated identity.
  Parameters
  - body: any
    the parsed form or JSON body, whose action names the act
  - Optionalcontext: any
    who is acting (actor), through which door (via), and the base URL a reset link is built on (base)
  Returns any
  { ok, errors, … }; an unknown action is refused with the sentence naming every action
