Type Declaration

- (body: any, context: any): any
- Adds an anchor to the client-certificate truststore, or removes one; an add is persisted where a store is installed, and the result says which.
  Parameters

    who is acting (actor) and through which door (via)
  Returns any
  { ok, errors, … }; an unknown action is refused with the sentence naming every action
