Type Declaration

- Decodes strict, canonical base64url: the URL-safe alphabet, no padding, and bytes that encode back to exactly what was sent.
  Parameters

    the text
  - allowEmpty: any
    true to accept the empty string
  Returns any
  the bytes, or null when not strict base64url
